Russia has approved a list of budget expenditures eligible for execution using the digital ruble, effective in 2025.

Russia’s government has approved a list of budget expenditures eligible for execution with the use of the digital ruble beginning in 2025.

This announcement was made on 18 December 2025.

The list was developed under Federal Law No. 303-FZ of July 31, 2025, “On Amendments to the Budget Code of the Russian Federation”, which provides for the execution of the federal budget through the digital ruble account of the Treasury of Russia.

According to the approved list, expenditures include:

  • Social security and other payments to the population
  • Salaries and other payments to personnel
  • Capital construction (including reconstruction), repair, and maintenance of state-owned property

The Ministry of Finance, together with the Bank of Russia, continues systematic work on integrating the digital ruble into the budget process. From 1  January 2026, the digital ruble will be available for transfers to budgets and for allocations to federal institutions. From 1 July 2027, corresponding operations will also extend to regional and local budgets, extrabudgetary funds, and recipients of funds.

Budget payments in digital rubles will be made only if recipients choose this option. Opening a digital ruble account is possible only for individual citizens.
