The export customs duty on sunflower seeds will remain at 50%, but not less than RUB 32,000 per tonne. For sunflower oil and sunflower meal, a “floating” export duty will continue to apply, calculated as 70% of the difference between the indicative and base export prices.

The Russian government subcommittee on customs tariff and non-tariff regulation, and trade defense measures under the Government Commission for Economic Development and Integration approved the extension of export duties on sunflower seeds and their processed products until 31 August 2028.

This announcement was made by the Russian Ministry of Economic Development on 25 September 2025.

The protocol of the subcommittee meeting was endorsed by Deputy Prime Minister Alexander Novak.

The 50% duty on sunflower seeds was originally introduced to encourage domestic processing of oilseeds, supporting an 18% increase in processing capacity between 2021 and 2025. The floating duty rates on processed products aim to stabilise domestic prices, ensuring affordability for consumers and availability of sunflower meal for the livestock sector amid external market fluctuations.

In 2025, sunflower sowing reached a record 11.2 million hectares, highlighting continued interest from agricultural producers.
