Russia has extended its Free Economic Zone regime to parts of the Bryansk region bordering occupied Ukrainian territories, granting tax and customs benefits until the end of 2050.
Russia has issued Government Resolution No. 854 on 11 June 2025, extending the Free Economic Zone (FEZ) regime to areas in the Bryansk region that border the occupied Ukrainian territories of Donetsk, Lugansk, Kherson, and Zaporizhzhia.
Under the FEZ regime, which already applies in the occupied Ukrainian territories, qualifying investment projects are eligible for several tax incentives: A 0% corporate income tax rate, a reduced social security contribution rate of 7.6%, and customs duty exemptions.
The tax and customs benefits are available until 31 December 2050.
