Russia has approved a new tax treaty with the UAE to enhance tax cooperation and replace the limited 2011 agreement.
Russia’s government has approved a draft law to ratify a new income and capital tax treaty with the UAE on 29 May 2025.
Signed on 17 February 2025, the agreement will supersede the 2011 Russia-United Arab Emirates Income Tax Treaty and take effect after both countries formally exchange ratification instruments.
The new treaty is expected to provide broader tax cooperation and more comprehensive benefits for both nations, strengthening economic and fiscal ties between Russia and the UAE.
Earlier, the UAE Cabinet of Ministers approved the income and capital tax treaty with Russia on 14 April 2025.
Once enacted, its provisions will apply beginning 1 January of the following year.
