Romania’s Ministry of Finance has released Urgent Ordinance 69/2024 on 21 June, 2024, which expands the country’s electronic invoicing (e-invoicing) mandate to business-to-consumer (B2C) transactions.

Starting 1 July, 2024, all B2C transactions will be subject to the e-invoicing mandate. The Romanian government has set a deadline of 1 August, 2024, to implement the National Information System RO e-VAT.

However, taxpayers will have the option to submit their B2C invoices through the RO-eFactura system from 1 July – 31 December, 2024, which will be mandatory from 1 January, 2025.

All taxable persons issuing invoices to consumers will have to report them in the RO e-Invoice system. Certain exemptions can be allowed for specific non-profit entities, farmers, and other small taxpayers. These taxpayers must comply by 1 July, 2025.

Moreover, Urgent Ordinance 69/2024 mandates that invoices be submitted to the national electronic invoicing system, RO e-Invoice, within five calendar days of issuance.

Previously, Romania’s e-invoicing regime was executed through the RO-eFactura system, which was only applicable to business-to-government (B2G) transactions and high-risk business-to-business (B2B) sales and goods transportation.

As of 1 January, 2024, the transition began including all B2B transactions, requiring taxpayers to submit XMLs containing transactional data to the tax authority within five calendar days.
