The Philippines’ Department of Finance announced the beginning of discussions to revise its 1977 tax treaty with Singapore on 25 September 2025, with the aim of updating the treaty to keep pace with the demands of the modern economy and strengthen bilateral and investment relations between the two countries.

Any updates to the tax treaty will require formal signing, and ratification before it can take effect.

Earlier, the Philippine government reportedly announced it is planning to enter into negotiations to revise the 1977 tax treaty with Singapore.

The Philippines and Singapore for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income was signed in Manila on 1 August 1977. It entered into force on 16 November 1977, upon the exchange of the relevant instruments of ratification in Singapore on that date. Its provisions on taxes apply on income derived or accrued beginning 1 January 1977.
