Federal Register Automated Commercial Environment (ACE) filings for electronic entry/entry summary:
U.S. Customs and Border Protection (CBP) has released an interim final rule (CBP Dec. 15-14) in the Federal Register on 13 October 2015 that amends the CBP regulations to reveal that on 1 November 2015, the Automated Commercial Environment (ACE) will be a CBP-authorized Electronic Data Interchange (EDI) System. This document corrects the text in Amendatory Instruction 38. The interim final rule effects from 1 November 2015. Written comments must be submitted within 12 November 2015.

Fees for Agricultural Quarantine and Inspection Services:
APHIS are modifying the user fee regulations by adding new fee categories and adjusting current fees charged for certain agricultural quarantine and inspection services that are provided in connection with certain commercial vessels, commercial trucks, commercial railroad cars, commercial aircraft, and international passengers arriving at ports in the customs territory of the United States.

Importing fresh peppers from Ecuador:
The fruits and vegetables regulations have been amending by APHIS to allow the importation of fresh peppers into the United States from Ecuador. This action allows for the importation of fresh peppers from Ecuador while continuing to provide protection against the introduction of plant pests into the United States.

Inviting applications for inclusion on the chapter 19 of the NAFTA:
In the North American Free Trade Agreement (“NAFTA”) chapter 19 provides the establishment of a roster of individuals to serve on binational panels convened to review final determinations in antidumping or countervailing duty (“AD/CVD”) proceedings and amendments to AD/CVD statutes of a NAFTA Party. The United States annually renews its selections for the Chapter 19 roster. Applications from eligible individuals who wish to be included on the roster are invited for the period April 1, 2016, through March 31, 2017.

Announcement of modification on National Customs Automation Program Test:
This document declares U.S. Custom and Border Protection’s (CBP’s) plan to modify the National Customs Automation Program (NCAP) test regarding Automated Commercial Environment (ACE) portal accounts to establish the ACE exporter portal account. The ACE exporter portal account includes access to Export Reports and the ability to file Electronic Export Information (EEI) through AESDirect. Modification of NCAP Test on ACE entry summary and certain modes of transportation:
This document declares CBP’s plan to modify the National Customs Automation Program (NCAP) test concerning the entry summary, Accounts and Revenue (ESAR) test program in the Automated Commercial Environment (ACE) to permit importers and brokers to file electronically entry summary data for entry types 51 and 52, in addition to entry types 01, 03, and 11 that are already available for electronic filing, for merchandise arriving by truck, rail, vessel, and air, as well as arriving by mail, pedestrian, and passenger (hand-carried).

Automated Commercial Environment (ACE) Export Manifest for vessel cargo test:
U.S. Customs and Border Protection (CBP) has released a document in the Federal Register on 20 August 2015 announcing plans to conduct the Automated Commercial Environment (ACE) Export Manifest for Vessel Cargo Test, a National Customs Automation Program (NCAP) test concerning ACE export manifest capability. The notice misstated the technical capability requirements for submitting data to CBP and this error has been corrected by this document.

Modification of the NCAP Test on the ACE Document Image System (DIS):
This document presents U.S. Customs and Border Protection’s (CBP’s) plan to modify the National Customs Automation Program (NCAP) test concerning document imaging, known as the Document Image System (DIS) test. The DIS test allows Automated Commercial Environment (ACE) participants to submit electronic images of a specific set of CBP and Partner Government Agency (PGA) forms, documents, and supporting information to CBP via a CBP-approved Electronic Data Interchange (EDI).
