Federal Register | Application to use the Automated Commercial Environment: The U.S. Customs and Border Protection (CBP) will be submitting the following information collection request to the Office of Management and Budget (OMB) for review and approval according to the Paperwork Reduction Act: Application to Use the Automated Commercial Environment (ACE). CBP is proposing that this information collection be extended with a change to the burden hours resulting from the addition of a new application for brokers, importers, sureties, attorneys and other parties to establish an ACE Portal account to file protests. There are no proposed changes to the existing ACE Portal application for imported merchandise. The purpose of this document is to obtain comments from the public and affected agencies. See Details |
Amendment in importer line-item de minimis provision: The Agricultural Marketing Service (AMS) is amending the Cotton Board rules and regulations to remove the cotton import de minimis provision. Importers are exempt from paying the cotton import assessment (cotton fee) if a line item on CBP documentation is $2.00 or less. Note that, transactions costs no longer exceed assessment rates of $2.00 or less, AMS is removing this de minimis provision from the regulations. Additionally, the definition of cotton with respect to process for conducting the sign-up period is being modified. It will be effective on July 15, 2016. See Details |

Importer permit requirements for tobacco products: This final rule permanently incorporates and reissues other TTB regulations pertaining to importer permit requirements for tobacco products as well as minimum manufacturing and marking requirements for tobacco products and cigarette papers and tubes that also were incorporated in the June 27, 2013, temporary rule. New date for customs broker license examination: This document declares that U.S. Customs and Border Protection (CBP) has changed the date on which the semi-annual written examination for an individual broker’s license will be held in October 2016. The customs broker’s license examination will be held on October 5, 2016. See Details |

CBP | CBP joins importers, exporters at AAEI conference to discuss trade: The American Association of Exporters and Importers (AAEI) conference held on June 5, 2016 to June 7, 2016 in Washington, D.C. More than 500 importers, exporters and retailers from across the nation gathered there and received updates from industry peers as well as CBP’s Deputy Commissioner Executive Assistant Commissioner (EAC) for the Office of Trade. It emphasizes the importance of the new TFTEA provisions, including discussion of the increase in the de minimis rule, which involves the minimum amount of merchandise required to be declared on imports, as well as updates on Trusted Trader, ACE and Single Window. Automated Commercial Environment (ACE) is on track for final deployment by December. Its “single window” approach reflects CBP’s leading efforts to streamline paperwork requirements across 47 partner agencies to create one portal for importers to use to electronically file paperwork.
