Federal Register | Scheduling of upcoming public hearing: The Commission has scheduled a public hearing for March 6, 2018, in connection with the second and third of three investigations on global digital trade 1 and 2. Deadline for filing the request to appear at the public hearing and filing pre-hearing briefs and statements are set to be February 20, 2018, and February 26, 2018. Deadline for submitting all other written submissions for Global Digital Trade 2 is to be April 6, 2018. ACE will be the sole CBPAuthorized EDI system for processing drawback filings: As of February 24, 2018, ACE will be the sole CBP-authorized EDI system for processing drawback filings and ACS will no longer be a CBPauthorized EDI system for such purpose. This notice further declares the deployment of a new ACE filing code for all electronic drawback filings, replacing the six distinct drawback codes previously filed in ACS. See Details |

CBP | FDA delays in processing prior notice filing: FDA has experienced a delay in processing for all prior notice submissions. The issue has been resolved but it will take a few hours for the backlog to clear. FDA will issue a message when the backlog has completely cleared. A PGA correction may be performed to resolve the rejected entry once the backlog is cleared. ACE standalone prior notice confirmation numbers are not causing a reject when linked to an entry. Extension of in-bond regulation enforcement dates: CBP will extend the time frame for primary implementation of these regulatory changes for all participants for six months. CBP Officers will continue to accept paper CBP Form 7512 and input the data on the trade’s behalf until July 2, 2018. From July 2, 2018, paper forms will no longer be accepted for input into the ACE system by CBP Officers. As of August 6, 2018, electronic reporting of all transactions will be mandatory and CBP will no longer accept paper copies of the CBP Form 7512 to perform arrival and export functionality. Statements Deployment: U.S. CBP will deliver ACE Deployment G, Release 3B on January 6, 2018. At this point, ACE will become the system of record for all statements with the exception of reconciliation statements. CBP will deliver statements for reconciliations as part of ACE Deployment G, Release 4 on February 24, 2018. CBP will deploy ACE Statements reports with the Statements universe no later than January 13, 2018. See Details |

Message to alcohol importers from CBP and TTB: According to the Craft Beverage Modernization and Tax Reform Act of 2017, appropriate methods must be established in order for an importer to receive a lower effective excise tax rate on qualifying imports of beer, wine, and distilled spirits. The Alcohol and Tobacco Tax and Trade Bureau (TTB) and U.S. Customs and Border Protection (CBP) will be updating their websites with forthcoming guidance to importers. See Details |

TTB Form 5200.14 will phase out as of January 31, 2018: This message notifies bonded warehouse proprietors of updated procedures for U.S. Customs and Border Protection’s (CBP) processing of domestic non-tax paid (DNTP) tobacco products destined for customs bonded warehouses. Currently, bonded warehouses may be utilizing the TTB F 5200.14 in lieu of a CBP Form 3461 or electronic alternative to formally enter DNTP tobacco products into bonded warehouses. The use of the TTB 5200.14 will be discontinued as of January 31, 2018. Commencing on February 1, 2018, bonded warehouse proprietors must file all entries using an electronic entry in ACE.
