Updated statements of legal authority for the export administration regulations:
This rule updates the Code of Federal Regulations (CFR) legal authority citations in the Export Administration Regulations (EAR) to cite the most recent Presidential notice continuing an emergency declared according to the International Emergency Economic Powers Act. This is a non-substantive rule that only updates authority paragraphs of the EAR and it does not change any right, obligation or prohibition that applies to any person under the EAR.

New use rule on certain chemical substances:
Under the Toxic Substances Control Act (TSCA), EPA is finalizing significant new use rules for 29 chemical substances that were subject to premanufacture notices (PMNs). This action needs persons who intend to manufacture (including import) or process any of the chemical substances for an activity that is designated as a significant new use by this rule to notify EPA at least 90 days before commencing that activity.

FSIS FSIS Directive 9530.1 revised:
This directive has been revised on 21 December 2012 that presents the sole policy regarding importation of Canadian cattle for immediate slaughter and supersedes any instructions in any previous issuance, askFSIS clarification, or policy letters or memorandums issued before the date of this issuance. It provides the latest instructions to FSIS inspection program personnel (IPP) on APHIS requirements regarding the receipt, slaughter, and inspection of live cattle, sheep, and goats imported or originating from Canada.

FSIS Notice 73-15:
This notice provides inspection program personnel (IPP) with reinspection procedures that they are to follow in official establishments before issuing export certificates. This notice also gives supplemental information for verifying export library requirements. This notice includes information from FSIS Notice 61-14 (Clarification of Re-Inspection Procedures for Product Presented for Export at Official Establishments). This notice will be expired on 1 December 2016 and it should be distributed electronically.

APHIS Upcoming requirements in ITDS system:
Starting from 1 November 2015, APHIS customers who are importing agricultural commodities into the United States can begin using ITDS to file certain paperwork with CBP and by February 27, 2016 use the system will be mandatory. Implementation of the International Trade Data System (ITDS) is underway now and upon full implementation, ITDS, through the Automated Commercial Environment (ACE), will allow businesses to electronically submit the data required by CBP and its Partner Government Agencies (PGAs) to import or export cargo through a “Single Window” concept.
