This action will allow for the importation of fresh apricots from continental Spain while continuing to protect against the introduction of plant pests into the United States. The regulations have amended by  Animal and Plant Health Inspection Service (APHIS) to allow the importation into the United States of fresh apricots from continental Spain (excluding the Balearic Islands and Canary Islands).

U.S. Customs and Border Protection announces this date of payment for 2014 in accordance with the Tax Reform Act of 1986. This document provides notice to customs brokers that the annual fee of $138 that is assessed for each permit held by a broker, whether it may be an individual, partnership, association, or corporation, is due by February 21, 2014.

Determination of Trade Surplus in Certain Sugar and Syrup Goods and Sugar-Containing Products:
According to the relevant provisions of the Harmonized Tariff Schedule of the United States (HTS), the Office of the United States Trade Representative (USTR) is providing notice of its determination of the trade surplus in certain sugar and syrup goods and sugar-containing products of Chile, Morocco, Costa Rica, the Dominican Republic, El Salvador, Guatemala, Honduras, Nicaragua, Peru, Colombia, and Panama. The level of a country’s trade surplus in these goods relates to the quantity of sugar and syrup goods and sugar-containing products for which the United States grants preferential tariff treatment under different agreements with different countries.

Registered Importers of Vehicles not Originally Manufactured To Conform to the Federal Motor Vehicle Safety Standards:
This document proposes to clarify NHTSA regulations on registered importers of motor vehicles not originally manufactured to comply with all applicable Federal motor vehicle safety standards. This  would require RIs to certify to NHTSA, as appropriate, that an imported vehicle either is not required to comply with the parts marking requirements of the Theft Prevention Standard or that the vehicle complies with those requirements as manufactured, or as modified prior to importation.

NOAA Fisheries denies the Georgia Aquarium’s request for a application permit to import 18 beluga whales from Russia for public display in the United States. NOAA Fisheries based the decision on requirements of the Marine Mammal Protection Act.
