The draft law is designed to modernise and streamline the electronic submission of invoices and similar documents. 

Mozambique’s government adopted a draft Value Added Tax (VAT) law during the 41st Session of the Council of Ministers on 2 December 2025.

The VAT law is designed to modernise and streamline the electronic submission of invoices and similar documents.

The government explained that the reform aims to address inconsistencies in how VAT is currently applied, particularly as digital commerce expands. They noted that mobile wallets and online platforms now account for a substantial share of both domestic and cross-border transactions, while traditional banking services are losing market share.

The draft law will take effect upon parliamentary approval and publication in the Official Gazette.
