Latvia announced an updated list of low-tax and tax-free jurisdictions in the Official Gazette on 23 October 2024. This list, derived from the latest EU list of non-cooperative jurisdictions, notes the removal of Antigua and Barbuda, effective 1 November 2024.

As per Latvia’s CFC and transfer pricing rules, listed jurisdictions face a 20% withholding tax on dividends, interest, and royalties.

The list was recently updated, effective 1 March 2024, to exclude the Bahamas, Belize, Seychelles, and the Turks and Caicos Islands. As of 1 November 2024, the jurisdictions still listed include Anguilla, American Samoa, Fiji, Guam, Palau, Panama, Russia, Samoa, Trinidad and Tobago, the US Virgin Islands, and Vanuatu.
