Latvia published the Law on Amendments to the Accounting Law in the State Gazette on 12 November 2024, which requires businesses to use mandatory electronic invoicing (e-invoicing) for all B2B transactions from 1 January 2026.
The amendments will go into effect on 1 January 2025.
Additionally, mandatory e-invoicing for transactions between businesses and state budget entities (B2G) will take effect from 1 January 2025. The obligation to report e-invoice data to the State Revenue Service will commence on 1 January 2026.
Detailed regulations for the e-invoicing and reporting system will be issued by 1 May 2025.
Earlier, the parliament (Saeima) passed the Law on Amendments to the Accounting Law on 31 October 2024.
The amendments allow the Cabinet of Ministers to establish regulations for e-invoices by 1 May 2025. The intention to make e-invoices mandatory was outlined in the 2024-2027 plan to combat the shadow economy in the country.
