Kyrgyzstan and Japan agreed in principle on a new income tax treaty to prevent double taxation and boost cooperation.

Kyrgyzstan and Japan have reached an agreement in principle on a new income tax treaty following talks in Bishkek from 6 to 9 October 2025. The negotiations focused on the draft agreement’s provisions in detail.

This announcement was made by the Ministry of Economy and Commerce of Kyrgyzstan on 14 October 2025.

The treaty aims to prevent double taxation for businesses and individuals, protect residents from discriminatory taxation, and enable information exchange between the countries’ tax authorities.

Once signed and ratified according to each country’s procedures, the treaty will replace the 1986 income tax agreement between Japan and the former Soviet Union, which currently applies to Kyrgyzstan. It is also expected to boost economic cooperation and attract foreign investment to Kyrgyzstan.

The treaty will take effect after the necessary domestic procedures are completed in both countries.
