The tax treaty talks took place from 3 to 5 June 2025. 

Iceland and Montenegro concluded their first round of negotiations for an income and capital tax treaty in Podgorica on 5 June 2025.

Talks took place from 3 to 5 June 2025, and agreement was reached on all articles.

Montenegro’s government report, published on 26 June 2025, stated that the treaty was based on the 2017 OECD Income and Capital Model Convention, Commentary, and Multilateral Convention (MLI).

Any resulting agreement will be the first treaty between the two countries and aims to eliminate double taxation concerning taxes on income and prevent tax evasion and avoidance between Iceland and Montenegro.

The treaty awaits finalisation, signing, and ratification to take effect.
