Iceland opened a public consultation until 24 October 2025 on a bill proposing a kilometre-based road usage tax from 1 January 2026.

Iceland’s Economic Affairs and Trade Committee launched a public consultation on 6 October 2025 regarding the reintroduced kilometre tax bill.

The bill proposes introducing a kilometre-based road usage fee (kílómetragjald) from 1 January 2026 to replace existing fuel and vehicle taxes. It aims to establish a fairer, usage-based revenue system for road maintenance, with charges varying by vehicle type, weight, and distance driven.

The proposal also includes a carbon tax increase to support climate goals, transitional rules for certain heavy and alternative-fuel vehicles, and enforcement measures for non-compliance. The bill contains 30 articles, seven provisional provisions, and an annex.

The consultation will remain open until 24 October 2025.
