The application window for CBAM authorised declarant status has opened on 1 September 2025.
The National Climate Protection Authority of Hungary has announced that the application window for becoming an authorised CBAM (Carbon Border Adjustment Mechanism) declarant opened on 1 September 2025.
Starting 1 January 2026, authorised CBAM declarants will be allowed to import specific goods regulated under the EU CBAM Regulation (EU) 2023/956. These goods include iron, steel, aluminium, fertilisers, cement, electricity, and hydrogen, unless specific exemptions apply.
The CBAM mechanism, established by Regulation (EC) No 2023/956 of the European Parliament and of the Council of 10 May 2023, aims to prevent the risk of carbon leakage by applying carbon costs equivalent to those incurred under the EU ETS (Greenhouse Gas Emissions Trading System) to imported goods from third countries.
The transition from the current system of free allowances to CBAM will be gradual, with the free allocation of EU ETS allowances being phased out in the sectors currently covered by CBAM (cement, iron and steel, aluminium, fertilisers, hydrogen, electricity).
