The Hong Kong SAR (HKSAR) government enacted the Betting Duty (Amendment) Bill 2025 on 11 September 2025, establishing a regulatory framework for basketball betting.
The new legislation mirrors the existing system for football betting and will take effect upon publication in the official gazette.
The move to regulate basketball betting comes in response to a growing concern over illegal betting activities in the sport.
During the 2025-26 Budget Speech, the Financial Secretary outlined plans to expand the scope of legalised betting to include basketball, introducing a duty rate of 50% on net stake receipts, consistent with the rate currently applied to football betting.
In Hong Kong, all authorised betting—horse racing, football, and the Mark Six Lottery—is run by the Hong Kong Jockey Club (HKJC), with betting duties of 25–75% on stakes and proceeds, while cash prizes from lucky draws are exempt.
The HKJC, as the licensed betting operator, will be responsible for paying the duty.
