AADE  has opened the importer licensing process for the Carbon Border Adjustment Mechanism (CBAM) as part of efforts to ensure full operational readiness. Importers of covered products above the annual threshold must obtain Authorised Declarant status, with applications submitted via the European CBAM Portal.

Greece’s Independent Authority for Public Revenue (AADE) announced, on 20 February 2026, that the importer licensing process for the Carbon Border Adjustment Mechanism (CBAM) is open until 31 March 2026, as Greece accelerates preparations for the mechanism’s full operational readiness.

AADE, acting as the National Authority for the implementation of CBAM, said it is stepping up actions to ensure the consistent and effective application of the mechanism in Greece. To date, 121 decisions granting the status of “Authorised CBAM Declarant” have been issued, strengthening operational preparedness and alignment with European standards aimed at tackling climate change and preventing the risk of carbon leakage.

CBAM is a key European Union instrument designed to reduce greenhouse gas emissions embedded in imported products with high carbon intensity. Products within the scope of the mechanism include iron, steel, cement, aluminium, fertilisers, hydrogen and electricity.

Obligations and deadlines for importers

From 1 January 2026, importers of products falling within the scope of CBAM and exceeding a threshold of 50 tonnes of net mass per year are required to hold the status of Authorised Declarant. Interested parties must submit an application by 31 March 2026 through the European CBAM Portal. Applicants who submit their application within the deadline may temporarily continue imports until a final decision is issued. After 31 March 2026, the entry of these products into the market will not be permitted without an active licence or a pending application submitted on time.

Application requirements

To submit an application, importers must have:

  • An active EORI number linked to the importer’s profile; and
  • Identification using Taxisnet credentials.
