Gabon approved the ratification of the Multilateral Convention to Prevent Base Erosion and Profit Shifting (MLI) on 30 May 2025.

Gabon now needs to deposit its ratification instrument to bring the MLI into force for its tax treaties.
The Multilateral Instrument (BEPS MLI) offers concrete solutions for governments to close loopholes in international tax treaties by transposing results from the BEPS Project into bilateral tax treaties worldwide. The BEPS MLI allows governments to implement agreed minimum standards to counter treaty abuse and to improve dispute resolution mechanisms while providing flexibility to accommodate specific tax treaty policies.
The MLI takes effect for a covered agreement on the first day of the month after three months from when both parties deposit their ratification instrument.
Once in force, its provisions generally apply from 1 January of the following year for withholding taxes and other taxes from taxable periods starting six months after its entry into force.
Once in force, the MLI provisions will generally apply to a covered agreement from 1 January of the year after it takes effect for withholding taxes, and for other taxes from taxable periods starting 6 months after the effective date.
