In France a committee of the Senate has suggested that the behavioral taxes on certain goods such as tobacco and spirits should be more directly linked to government public health targets. These taxes could be renamed public health contributions to emphasize that they are intended to encourage healthy living rather than just raise more government revenue. This transparent approach could include a definition of the goals of each contribution and the intended benefits to public health. Also value added tax relief could be abolished for items that are subject to the public health contribution.
