Finland’s government has submitted a legislative proposal (HE 186/2024) to the parliament on 7 November 2024 to amend the television tax levied on individuals and businesses and the VAT applied to public broadcasting services.
The draft proposal suggests raising the income threshold for the public broadcasting tax from EUR 14,000 to EUR 15,150 and lowering the maximum tax from EUR 163 to EUR 160, effective 1 January 2025. It also proposes increasing the VAT rate for broadcasting services from 10% to 14%, starting 1 January 2026.
The latest proposal also includes a suggestion from the parliamentary committee that tax revenues should closely align with the subsidies provided to the National Public Service Broadcasting Company, Yleisradio (YLE).
The proposal follows Finland’s Ministry of Finance’s public consultation from 4 – 23 October 2024 regarding a draft proposal to revise the TV Tax for individuals and businesses and adjust the VAT on public broadcasting services.
