Finland’s Ministry of Finance has initiated a public consultation on 23 June 2025 on proposed mining tax amendments, effective 1 January 2026.
The proposal seeks to amend the Mining Minerals Tax Act. The draft proposal includes increasing the tax on metal ores from 0.6% to 2.5% and on other minerals from EUR 0.20 to EUR 0.60 per tonne.
Additionally, the tax administration would annually set taxable values for metals based on global market prices. Under certain conditions, side streams from mines may be exempt from the mining tax, with the resulting revenue loss offset by a higher ad valorem tax on metallic mining minerals.
The deadline for sending comments is 8 August 2025.
