The tax amount is based on the taxable value of the metal content in the ore, which is confirmed annually by the Finnish Tax Administration.

The Ministry of Finance is requesting comments on a proposed amendment to the mining mineral tax. Under the proposal, the tax would be increased by a total of EUR 70 million starting from 2026.

The tax on metallic mining minerals would be raised from 0.6% to 2.5%. The tax amount is based on the taxable value of the metal content in the ore, which is confirmed annually by the Finnish Tax Administration. For mining minerals not listed in the annex to the Act, the tax would increase from EUR 0.20 to EUR 0.60 per ton of extracted ore or usable stone.

By-products of mining operations would be excluded from the mining mineral tax under certain conditions. The resulting loss in tax revenue from this exemption would be offset by raising the value-based tax on metallic mining minerals.

The revenue generated from the tax increases would be distributed as it currently is: 60% to the municipalities where the mines are located, and 40% to the state.
