The European Union (EU) Working Party on Tax Questions (Indirect Taxation—Excise Duties/Energy Taxation) unveiled its provisional agenda on 5 March 2025, ahead of its upcoming meeting on 1 April 2025.
The Working Party prepares the Economic and Financial Affairs Council (ECOFIN) and follows tax issues and non-tax files to ensure consistency in the Council’s work on these matters. It is responsible for the preparation and monitoring of multilateral negotiations on tax policy, both within the EU and at international level. It also prepares Council conclusions on tax policy and biannual ECOFIN reports on progress made in the tax area for submission to the European Council.
The provisional agenda outlines the topics scheduled for discussion:
- Presentation by the Commission: “Clean Industrial Deal” and “Action Plan for Affordable Energy” – Discussion on energy taxation aspects. Followed by an exchange of views.
- Draft Council Directive on restructuring the EU framework for the taxation of energy products and electricity (recast) – Review of the Presidency’s compromise text.
