A new regulation has been inserted into the European Free Trade Association (EFTA) agreement to incorporate changes already made under the EU’s Emissions Trading Scheme. The changes were originally put through by the EU in April 2013 to ensure that of international aviation from the scheme continued for a further year. The regulation was adopted by the EU on 16 April 2014.

The new rules also exempt small non-commercial aircraft businesses from the rules. This saves them from the compliance burden of operating the scheme. Simplified compliance rules apply for some medium sized businesses.
