Costa Rica’s Ministry of Finance issued resolution MH-DGT-RES-0025-2024 in the Official Gazette on 6 November 2024, establishing a framework for automatically exchanging information concerning sellers operating on digital platforms.
The Resolution aims to create regulations for platform operators regarding collecting and reporting income information for sellers offering services such as transportation and accommodation.
The Resolution mandates that:
- Digital platform operators must follow procedures for accurate information submission by deadlines;
- Seller information must be reported by 31 January of the following year;
- Payment information should be reported quarterly;
- Operators must collect data from real estate sellers, including tax IDs and property details;
- Annual information is due by 30 April 30 of the following year via the Financial Information Exchange System (SIIF);
- Digital platform operators are required to implement due diligence procedures by 1 January 2025, with the first report due by 31 April 2026;
- Non-compliance by operators may result in fines based on income.
