Congo DRC joined the Yaoundé Declaration to boost tax transparency and combat illicit financial flows.
The Democratic Republic of the Congo officially joined the Yaoundé declaration on 22 November 2025, when the Hon. Dudu Fwamba Likunde Li-Botayi, Minister of Finance, endorsed the initiative. The move underscores the country’s commitment to regional efforts against illicit financial flows through transparency and exchange of information for tax purposes.

The Yaoundé Declaration, launched as part of the Africa Initiative, seeks political commitment and sustained momentum to unlock the benefits of tax transparency and information exchange for African nations. Initially signed by four countries in November 2017, the Declaration now counts 35 African countries and the African Union Commission among its supporters.
It serves as a ministerial call for African states, in partnership with the Global Forum on Transparency and Exchange of Information for Tax Purposes and other continental and international institutions, to promote tax co-operation. Its purpose is to ensure African countries implement and benefit from tax transparency standards, helping combat tax evasion and other illicit financial flows while mobilising vital domestic resources for development.
The Global Forum is the primary multilateral body tasked with ensuring jurisdictions worldwide comply with and implement the Standard on Transparency and Exchange of Information on Request and the Standards of Automatic Exchange of Information, including financial account and crypto-asset data. Compliance is supported through rigorous monitoring and peer review, along with a broad capacity-building programme that assists tax authorities in making effective use of cross-border information-sharing mechanisms.
