Colombia revises self-withholding tax rates from 1 June 2025, with new sector-based rates and payment thresholds.
Colombia’s Ministry of Finance has issued Decree No. 0572 on 28 May 2025, updating the self-withholding tax rates for a broad range of economic activities. The revised rates, which take effect from 1 June 2025, range from 0.55% to 4.50%, depending on the activity classification set out in the Decree.
The changes affect sectors such as agriculture, livestock, fishing, oil and gas extraction, mining, manufacturing, wholesale and retail trade, and transportation.
The new rules also introduce minimum thresholds for withholding: no tax is to be withheld on service payments below 2 tax value units (UVT), or on payments under 70 UVT for unprocessed agricultural or livestock goods, and for parchment or cherry coffee (beans). For 2025, the value of one UVT is COP 49,799.
The new regulation references Decree No. 0242 of 29 February 2024, which had previously established the self-withholding rates. While Decree 0572 modifies many of those rates, it leaves unchanged the withholding rules for income derived from exports of hydrocarbons, coal, and other mining products.
