The Colombian National Government issued Decree 175, introducing three new taxes to raise over COP 1 trillion to address the crisis in Catatumbo and other areas affected by public order disturbances on 14 February 2025.

A 19% VAT will be applied to online gambling, both domestic and international, whenever users deposit money or cryptocurrencies into gaming accounts. The government expects to raise COP 519 billion from this tax.

Additionally, a 1% special contribution will be imposed on the first sale of hydrocarbons and coal, including exports, generating an estimated COP 214 billion in revenue.

A 1% stamp tax will apply to contracts and deeds involving obligations over 6,000 UVT, including accepted commercial offers. This is expected to raise COP 330 billion

These measures will take effect within five business days and remain in force until 31 December 2025, as part of efforts to stabilize Colombia’s fiscal situation after a COP 12 trillion budget deferral.

The regulation, effective from 21 February 2025, applies to all player deposits, including cash, bank transfers, and cryptocurrency, regardless of the payment method used.
