Colombia’s MinCiencias launches Call 970 for R&D&I projects eligible for 50% tax credits or 30% deductions, with applications open until 10 September 2025.
The Colombian Ministry of Science, Technology and Innovation (MinCiencias) opened Call 970 on 8 August 2025 to register research, development and innovation (R&D&I) projects eligible for tax benefits on investments made in 2025.
The mechanism grants either a 50% tax credit under Article 256-1 or a 30% tax deduction under Article 256 of the Tax Statute.
To qualify, companies must be domiciled in Colombia, have a valid commercial registration, and be subject to income tax. Each project must be endorsed by an actor recognised by MinCiencias and comply with administrative, budgetary and technical requirements set in the Terms of Reference. Submissions are accepted under four modalities: alliances between Higher Education Institutions, projects exclusively by SMEs (MiPymes), large companies in partnership with SMEs, or companies of any size directly developing R&D&I.
Applicants must prepare projects using MinCiencias’ Typology Document, version 8, and submissions are received in advance of the allocation of benefits by CONFIS. Eligible projects should align with strategic areas of the National Development Plan’s Pact for Credit and Economic Recovery and the Reindustrialisation Policy, including just energy transition, agro-industrialisation and food sovereignty, and reindustrialisation in health, defence and business networks.
Proposals may also target the Mission-Oriented Research and Innovation Policies (PIIOM), which focus on bioeconomy and territory, right to food, energy transition, health sovereignty, and science for peace. Projects that include a Differential or Territorial Approach may receive up to 8 additional points in the evaluation process, where quality, relevance and impact are scored at 40, 35 and 25 points respectively.
