The Bulgarian Ministry of Finance released a draft bill for the 2025 state budget on 9 December 2024 which includes several key proposals affecting tax policies, resource extraction, and VAT registration.

One of the primary provisions in the bill is the introduction of a tax on underground resource extraction. This measure aims to generate revenue from natural resources extracted within the country.

The draft also proposes raising the excise tax on beer, including beer produced by independent small breweries. An increase in excise tax rates on alcohol, beer, and beer produced by small independent breweries.  This change would impact both producers and consumers in the beer industry.

It includes an exemption for interest payments on public receivables due by 31 December 2023. It also exempts public receivables related to local taxes and municipal waste fees for periods ending 31 December 2024.

Another proposal includes the cancellation of an increase to the VAT registration threshold. The threshold, initially set to rise to BGN 166,000 from BGN 100,000 in 2025, will remain at the current level.

The draft bill is now open for public discussion and will be reviewed by the Bulgarian Parliament for approval in the coming months.

Earlier, Bulgaria’s Ministry of Finance issued an announcement on the draft law for the 2025 State Budget on 4 December 2024, which will be submitted to the National Assembly.
