Bulgaria published its 2025 State Budget Act on 27 March 2025, introducing several key updates. The Act aligns the country’s Pillar 2 global minimum tax laws with OECD guidelines from 2023 and 2024, including rules on tax carryforwards, Country-by-Country Reporting, and tax credits.
It also sets new reporting requirements for large businesses starting in 2026, with the Standard Audit File for Tax (SAF-T) due monthly, along with annual submissions for certain data. These requirements will extend to all companies by 2030.
Additionally, the Act reduces the VAT registration threshold from BGN 166,000 to BGN 100,000, effective from 1 April 2025.
Earlier, Bulgaria’s National Assembly adopted the draft law on the state budget for 2025 at its second reading on 21 March 2025.
