The treaty applies from 1 January 2026.

The Belarus Ministry of Taxes and Duties announced that the income and capital tax treaty between Belarus and Zimbabwe came into effect on 2 July 2025.

Signed on 31 January 2023, this is the first tax treaty between the two nations and intends to eliminate double taxation on income and capital taxes while preventing tax evasion and fraud between Belarus and Zimbabwe.

The tax treaty covers various taxes, including income, profits, and real estate taxes for Belarus, as well as income tax, non-residents’ taxes, and capital gains tax for Zimbabwe.

Withholding tax rates are set at 5% for dividends (reduced to 5% if the beneficial owner is a company owning at least 20% of the payer’s capital, otherwise 10%), 5% for interest (with exemptions for payments to the government or central bank), 5% for royalties, and 2.5% for technical service fees.

The treaty between Belarus and Zimbabwe will take effect on 1 January 2026.
