Western Australia passed the Duties Amendment Bill 2025, expanding concessions for first-home buyers and off-the-plan purchases to improve housing affordability as part of the 2025-2026 budget, with no new taxes.
The Western Australian Parliament has approved the Duties Amendment Bill 2025, introducing expanded concessions for first-time home buyers and “off-the-plan” property purchases.
These measures are also included in the Western Australia 2025-2026 budget, which was unveiled on 19 May 2025.
While no new taxes were introduced, the budget outlined key measures to provide cost-of-living relief and improve housing affordability.
First homeowner duty concession changes
The first homeowner duty concession now includes higher exemption thresholds: AUD 500,000 for homes and AUD 350,000 for vacant land.
The concession threshold for vacant land has increased to AUD 450,000, with reduced rates for land valued between AUD 350,000 and 450,000.
Additionally, reduced duty rates apply to homes valued between AUD 500,000 and AUD 700,000 in the Perth and Peel regions, and up to AUD 750,000 outside these areas.
The off-the-plan concession changes
The scheme has been extended by 12 months to 30 June 2026, offering significant concessions for eligible properties.
Buyers can receive a 100% concession, capped at AUD 50,000, for properties valued up to AUD 750,000 purchased before construction starts, which reduces to 50% for properties over AUD 850,000.
For properties purchased during construction, a 75% concession, capped at AUD 50,000, is available for properties up to AUD 750,000, reducing to 37.5% for those over AUD 850,000. This stamp duty concession for “off-the-plan” properties has been extended, applying to eligible transactions made between 21 March 2025 and 30 June 2026.
Additionally, off-the-plan dwellings in single-tiered strata and community title schemes (excluding survey-strata) are now eligible for the concession.
The legislation will take effect for all transactions finalised on or after 21 March 2025.
Earlier, the Western Australian Parliament approved the Duties Amendment (First Home Owner Concessions) Bill 2024 to increase duty concessions for first-time homeowners.
Increase in land tax exemption
An increase in land tax exemptions for build-to-rent (BTR) developments, rising from 50% to 75%, will apply to projects operational between 1 July 2025 and 30 June 2028.
Previously, the Western Australian Parliament passed the Land Tax Assessment Amendment (Build-to-Rent) Bill 2023. The law provides a 50% land tax exemption for 20 years to eligible build-to-rent (BTR) developments.
