The Argentine Federal Tax Authorities (AFIP) issued General Resolution No. 3550/2013 which has become effective on 3 December 2013.
The general resolution increases the scope of the reverse withholding surcharge which will be applicable to certain purchases of goods and services outside of Argentina to include the purchase of foreign currency for travel and tourism purposes. The resolution also increases the surcharge rate from 20% to 35%.
Additionally the surcharge will apply to:
- Purchases of goods or services outside of Argentina, made by Argentine residents, using credit or debit cards issued in Argentina;
- Purchases made in foreign currency done by websites or internet connections;
- Purchases of overseas services hired through Argentine travel agencies; and
- Purchases of traveler transportation services to foreign destinations by land, air, and water.
