Argentina’s tax authority (ARCA) has further tightened the restrictions on the surcharge applied to foreign currency purchases, known as the PAIS tax.

This decision regarding the restrictions on surcharges was implemented through an amendment to General Resolution 5617/2024 introduced by General Resolution 5677/2025 released on on 16 April 2025.

Under the amended resolution, ARCA exempted foreign currency exchanges carried out by financial institutions on behalf of their clients for the purpose of paying for online games hosted on international platforms. An Annex to General Resolution 5617 lists the foreign service suppliers affected by this measure, and the list will be regularly updated on the ARCA website.

The surcharge on foreign currency purchases was first introduced by General Resolution 4815/2020 and later replaced by General Resolution 5617.

General Resolution 5677 was published in the Official Gazette on 16 April 2025 and applies to all transactions carried out from that date forward.

Earlier, ARCA announced a new regime to continue applying the surcharge on foreign currency purchases after the PAIS tax expired on 22 December 2024. The new rules, introduced under General Resolution 5617/2024, replace the previous framework set by General Resolution 4815/2020.
