The Albanian Parliament approved Law no. 36/2023, to foster tech and innovation start-ups. The law supports “digital nomads” foreign professionals using technology provide their professional services on behalf of entities without an Albanian office. Digital Nomads will be granted a tax residence exemption in the Republic of Albania for a duration of 12 months. During this period, they will not be classified as tax residents. It also establishes a new agency to support start-ups and provides funding for start-up initiatives. A non-resident company that hires a digital nomad or receives services from a digital nomad will not be considered to have a permanent establishment in Albania. Digital nomads who work remotely from Albania will not be subject to Albanian taxes, as long as they do not have a physical presence in Albania and do not perform any activities that would be considered to be part of the business of the non-resident company. The law includes provisions for creating an agency that will oversee the growth of start-ups. This agency will handle the start-up registry and manage financial support programs from public or third-party funds aimed at fostering initiatives in the start-up ecosystem.
The new law is expected to attract more digital nomads to Albania, which is a beautiful country with a low cost of living. The government hopes that the influx of digital nomads will boost the country’s economy and create new jobs.
