Parliament has approved in the first reading a bill to keep the 50% corporate income tax rate on bank profits through 2027, with the budget expected to gain UAH 50 billion.
Ukraine’s Parliament has adopted draft law No. 15262 in the first reading on 27 October 2026, extending the increased 50% corporate income tax rate on bank profits through 2027. A total of 265 lawmakers voted in favour. Without the extension, the rate would fall back to the standard 25% for banks.
Loss offset barred
The draft law also prohibits banks from reducing taxable profit by the amount of losses incurred in previous tax periods.
Funding defence
The measure targets excess profits earned by banks during wartime, with the revenue intended for Ukraine’s security and defence needs. The Ministry of Finance estimates the bill would raise UAH 50 billion, while tax committee chair Danylo Hetmantsev has cited UAH 38 billion.
Central bank objects
The National Bank of Ukraine opposes the extension, saying it creates risks for the further expansion of lending because banks would have less capital to lend.
Next steps
The bill must pass a second reading and be signed by the president before it becomes law. The final rules for 2027 are therefore not yet settled.
