Finland’s government has proposed a diesel excise-duty rebate of 3.3 cents per litre for professional road transport operators to reduce fuel costs on 28 October 2026. The proposal, submitted to Parliament on 22 October 2026, covers buses and heavy vehicles weighing at least 7.5 tonnes.

Eligible operators would be able to claim refunds annually or twice a year for the January–June and July–December periods. The scheme is expected to take effect on 1 January 2028, alongside the new EU emissions trading system for hydrocarbon fuels.

The rebate would remain available until 2037, subject to the adoption of a Government Decree setting out the implementation details.
