Singapore’s MAS has introduced measures including a proposed tax exemption for qualifying fund management returns, a new hedge fund investment programme and an investment management track under the ONE Pass framework to attract global asset management talent and firms.
The Monetary Authority of Singapore (MAS) announced three new measures on 19 August 2026 to enhance Singapore’s competitiveness as a leading asset management hub.
The measures include a proposed tax exemption on profit-related returns from fund management services provided to qualifying funds, a new hedge fund investment programme to attract leading managers to Singapore, and an Investment Management Track under the ONE Pass framework to draw senior global investment professionals.
Tax break for fund managers
The MAS and Ministry of Finance plan to introduce a tax exemption on profit-related returns from fund management services provided to qualifying funds. The exemption takes effect from the Year of Assessment 2027. Qualifying funds already meet economic substance requirements, including minimum staffing thresholds. The tax break applies specifically to profit shares received by corporate entities, partnerships, or individuals for fund management services under commercial arrangements. Further details regarding the scheme will be provided at the Budget 2027.
New hedge fund programme
MAS will launch a Hedge Fund Investment Programme to attract and retain global and regional hedge fund managers that commit to establishing or expanding operations in Singapore. The programme supports the broader ecosystem, including ancillary service providers and prime brokerages.
ONE pass investment management track for investment leaders
MAS and the Ministry of Manpower will create a new Investment Management Track under the Overseas Networks & Expertise (ONE) Pass framework. This track targets global leaders and senior investment professionals with demonstrated capacity to contribute significantly to Singapore’s asset management sector. The assessment may include recognition of performance-linked compensation and fund outcomes, reflecting common industry payment structures beyond base salary.
