Bolivia’s tax authority (SIN) announced on 17 August 2026 that it has streamlined taxpayer requirements under the “Zero Block” Program, rolling out regulatory changes through Resolution 102600000031 issued on 13 August 2026.
The reforms respond to Supreme Decree 5595, which mandates the removal of unnecessary bureaucratic barriers and the modernisation of tax administration. The resolution introduces more flexible procedures for taxpayers to modify their legal status or switch between different tax regimes, though some changes remain irreversible. A significant focus is placed on the digitisation of services, enabling citizens to perform status inquiries and download official documents through a virtual platform.
Taxpayers gain flexibility on status and regime selection
Taxpayers can now shift between Individual and Sole Proprietorship classifications online or in-person without friction. The same applies to transitions between special regimes—the Simplified (RTS), Integrated (STI), and Unified Agricultural (RAU)—and the General Regime, subject to technical requirements listed at www.impuestos.gob.bo. One critical constraint: migration from RAU to the General Regime is permanent and cannot be reversed.
Digital credentials now accessible instantly
SIN has enabled online issuance of National Taxpayer Registry (RNC) certificates through its Virtual Tax Office portal. Citizens can also obtain certificates confirming they hold no Tax Identification Number (NIT) and verify their current status via the “Citizen Services” section. Both documents carry QR codes for authenticity verification and hold legal validity across Bolivia.
