The Bulgarian Council of Ministers approved the signing of an income tax treaty with Andorra on 3 June 2026, endorsing amendments agreed during negotiations in March. The treaty aims to eliminate double taxation on income and strengthen measures against tax evasion and tax avoidance.
The Bulgarian Council of Ministers approved the signing of an income tax treaty with Andorra, together with amendments to the draft agreement that had been agreed in March 2026 on 3 June 2026.
The treaty is intended to avoid double taxation on income and strengthen measures to prevent tax evasion and tax avoidance between the two jurisdictions.
The decision authorises a substantial deviation from the draft agreement that had previously been approved as the basis for negotiations in October 2025.
If an agreement is reached, it will have to be signed and ratified before entering into force.
