NRS has outlined the phased rollout of its Electronic Invoicing and Electronic Fiscal System, setting timelines for large, medium, and small taxpayers to ensure smooth adoption and improve compliance.

The Nigeria Revenue Service (NRS) has released a timeline for the phased implementation of its Electronic Invoicing and Electronic Fiscal System (EFS), also known as the Merchant Buyer Solution (MBS). The initiative is part of efforts to modernise tax administration and improve compliance.

Earlier, the EFS system went live for Large Taxpayers, with annual turnover of at least NGN 5 billion, on 1 August 2025. Onboarding was extended to 1 November 2025 to allow for operational adjustments. Most Large Taxpayers have now completed onboarding. A go-live review is taking place from January to March 2026, and compliance enforcement will begin in April 2026.

Medium Taxpayers, with annual turnover between NGN 1 billion and 5 billion, will start stakeholder engagement in January 2026. A pilot rollout will take place in April, and full implementation is scheduled for 1 July 2026. The go-live review will begin in October 2026, with compliance enforcement from January 2027.

Small Taxpayers, with annual turnover below NGN 1 billion, will start stakeholder engagement in January 2027. Their pilot rollout is planned for April 2027, followed by full implementation on 1 July 2027. The review phase will begin in October 2027, and compliance enforcement will start in January 2028.

The NRS said the phased approach is designed to ensure smooth adoption of the MBS platform for all taxpayer categories and to enhance transparency and real-time invoice reporting.
