Montenegro’s government approved multiple draft laws, amendments, and international agreements in a telephone session on 11 December 2025.

The Government of Montenegro adopted a series of draft laws, amendments, and international agreements on 11 December 2025 during a telephone session held without a formal meeting.

The Government’s Public Relations Service made the announcement on 12 December 2025.

Key measures include amendments to the Excise Duties Act, the Law on Contributions for Mandatory Social Insurance, the Tax Administration Act, and legislation on restructuring tax claims of local government units and related entities.

On the international tax front, the government approved the draft law for the ratification of the Multilateral Convention to Implement Tax Treaty Related Measures to Prevent Base Erosion and Profit Shifting (MLI). Once Montenegro completes its internal ratification and deposits the instrument, the MLI will enter into force for covered tax treaties, generally applying to withholding taxes from 1 January of the following year and other taxes after a six-month period.

The session also addressed transport and environmental safety legislation, including maritime safety, prevention of marine pollution, and railway safety. Amendments to foreigners’ legislation, international cooperation agreements, and platforms for official working visits to Germany, France, and Italy were also approved.

The session was conducted in line with Article 10 of the Government Regulation, allowing decisions without convening a formal meeting.
