This is the first income tax treaty between Italy and Libya and is aimed at promoting economic cooperation and preventing double taxation.

The Italy–Libya income tax treaty of 2009 entered into force on 10 December 2025, following the exchange of ratification instruments, as confirmed by a memorandum of understanding signed in Tripoli on the same day.

Signed on 10 June 2009, this tax treaty is the first between the two countries and is intended to promote economic cooperation and prevent double taxation.

In Italy, it applies to personal income tax, corporate income tax, and the regional tax on productive activities. In Libya, it covers the corporate profits tax, property tax, and taxes on agricultural income, among others.

The treaty will generally take effect from 1 January 2026 for withholding and other taxes.

Earlier, Italy published Law No. 2 of 16 January 2025 in its Official Gazette on 24 January 2025, ratifying the income tax treaty with Libya.
