The treaty is the first agreement of its kind between Rwanda and Hong Kong.
Rwanda’s Cabinet has approved the ratification of the income tax treaty with Hong Kong on 28 November 2025.
The treaty, signed on 9 October 2025, marks the first agreement of its kind between the two jurisdictions.
The agreement aims to prevent double taxation and foster economic cooperation between Rwanda and Hong Kong.
The treaty applies to several taxes. For Hong Kong, it covers profits tax, salaries tax, and property tax. For Rwanda, it includes personal income tax, corporate income tax, withholding tax, capital gains tax, and tax on rent from immovable property.
It will come into effect once the ratification instruments are exchanged, taking effect in Hong Kong from 1 April of the year after entry into force and in Rwanda from 1 January of the following year.
Earlier, Hong Kong and Rwanda officials concluded the initial round of negotiations for an income tax treaty on 22 November 2024.
