Kuwait’s Minister of Finance has released a comprehensive administrative circular on outlining the required formats for submitting budget and operational documents for the 2025/2026 fiscal year. The directive covers all major financial areas, including revenues, current expenditures, capital expenditures, as well as programmes, projects, and contracts.
The circular highlights a structured approach to fiscal management, with most data and forms to be submitted using Microsoft Excel, while certain documents require Microsoft Word. Some models are linked to the Government Financial Management Information System (GFMIS) to ensure consistency and accuracy.
Key Submission Requirements:
- Initial Directives and General Rules: Must be submitted in PDF format, while key chapters including Chapters One, Two, Five, Seven, and Eight require Excel.
- Revenues and Expenditures: Revenues and current expenses, including indicative budget tables, must be prepared in Excel. Capital expenditures need both Excel and Word formats.
- Programmes, Projects, and Contracts: Main tables for the 2025/2026 period, programme and functional data, and construction/maintenance project tables must be in Excel. New construction project forms should be submitted in Word, while contracts schedules are also in Excel.
- Information Systems and Technology: Systems and IT models, including Chapter Six, must be submitted in Excel and linked to GFMIS.
The circular reinforces strict adherence to these digital formats, ensuring standardised reporting across all government departments for effective fiscal management.
