Russia plans to channel over RUB 85 billion to nearly 2,500 hotel SMEs by 2030 through the National Guarantee System, boosting tourism infrastructure and supporting new and existing hotels.
The Russian government plans to channel more than RUB 85 billion into small and medium-sized enterprises (SMEs) in the hotel sector by 2030, as part of efforts to boost tourism infrastructure across the country.
This announcement was made by the Ministry of Economic Development on 7 October 2025.
Minister Maksim Reshetnikov said that small and medium businesses are a key driver of hotel infrastructure growth in most regions. “From 2026 to 2030, around 2,500 SMEs will be able to access state support via the National Guarantee System. This will allow them to secure funding for new hotels and expand existing ones.
According to preliminary estimates, approximately RUB 60 billion will be provided through the PSK-Combo programme, implemented jointly by the Ministry, the Bank of Russia, and the SME Corporation. An additional RUB 20 billion will come from ‘umbrella’ guarantees, helping entrepreneurs obtain loans even if their own collateral is insufficient.”
Since the start of 2025, over 300 hotel-sector SMEs have collectively raised RUB 5.5 billion under the NGS, Reshetnikov added.
Alexander Isaevich, CEO of the SME Corporation, said digitalisation will further expand support for the hotel sector. The MSP.RF digital platform hosts a dedicated “Support for Entrepreneurs in Tourism” service, allowing businesses to access comprehensive support from both the SME Corporation and regional authorities.
“The platform streamlines communication between entrepreneurs, federal authorities, and regional governments,” Isaevich said. “Entrepreneurs can select from 260 regional tourism projects or propose their own ideas. Currently, 439 investment sites are available for tourism projects, and the SME Corporation is supporting 89 applications across 39 regions, representing RUB 29.5 billion in proposed investment.”
The MSP.RF platform, launched in 2022, now offers 208 support measures for tourism businesses. It has grown from eight services to over 35 and serves more than 1.3 million users, including entrepreneurs, the self-employed, and those planning to start their own business.
